Frome Town Hall was taken over by young people and families for an event.
Organised by arts group Terrestrial, the building transformed with paint, a forest, and a cardboard city.
Frome mayor Andy Jones signed a declaration, announced by the Town Crier, handing over the town's power to the youth.
Adults had to sign a document promising to let the young ones lead for the day.
Terrestrial's director, Tom Spencer, said: "At the heart of this wild set of arts experiences was an invitation for young people to feel their creativity has real power."
Activities included forest crafts, painting, music-making, and scrap play.
The Town Clerk’s office was even turned into an escape room.
As the day progressed, young people's suggestions for 'new rules for Frome' were displayed around the building and later presented to the mayor.
They will attend the next full meeting of the Town Council to put forward their ideas.
The event was free, thanks to support from Frome Town Council and Arts Council England.
Parents praised the event, with one saying: "The kids ran the show, and I am proud of my local council for inviting that level of chaos in an official building."
