I see that in its consultation of the people (all 500 of them!) as to the level of council tax rise, the county council isn't even considering a rise of less than 4%. It seems to me that the council is going about things the wrong way round. It decides how much each department "needs" then sets a tax rise to fund this. Instead, it should consider the taxpayers for a change; set the tax rise at a fair amount (preferably zero but certainly no higher than the rate of inflation) and then distribute this revenue as it thinks fit to the different departments.
