A Wellington car restorer, who repeatedly ignored Environment Agency advice, has been ordered to pay nearly £2,500 in fines and costs.
Richard Hearn, of Augustine Street, Taunton, was told several times by the agency to register his business, which dealt in BMW spare parts trading under the name Fritz's Bits from a premises on the Tone Mill Industrial Estate, Wellington, but he never did.
